I'm proposing to add a fair amount of doc to this class in https://github.com/openjdk/jdk/pull/21506.

My primary goal is to try to answer most questions of the form "where will I be able to put this annotation, if I include this element type?", and to explain things like how record-component annotations work, without the reader having to refer to elsewhere.
