ShenandoahGC is well known, stable, and well working GC, which is (on supported platforms) enabled in build time by default on jdk 17 and up.
It is well maintained in jdk11 and it seems there are no reasons to hold it disabled by default.

Can please be reconsidered its enable by default in build time, and thus coherent behaviour over supported platforms and live JDKs?
