Inconsistent building of static JDK libraries

      JDK-8307858, a redo of JDK-8307194, slipped in an extra change that enables partial linking whenever Clang is used to build static JDK libraries on Linux. As a result, we now get traditional static libraries in all cases except when using Clang on Linux. This inconsistency is confusing because the choice of compiler shouldn’t affect the build result in such a way.
