      java/awt/Cursor/JPanelCursorTest/JPanelCursorTest.java does not show the default cursor instead it shows the move cursor on OL-9-3 & windows-x64-11

      Step to reproduce
      ------------------------
      1) Run java/awt/Cursor/JPanelCursorTest/JPanelCursorTest.java
      2) When the frame is visible, move the mouse pointer to the left side of the frame ( Default component). If you dn't see the default cursor then the bug is reproduced
