      The `persistentScrollBars` accessibility preference should be added to `Platform.Preferences`.

      This corresponds to the following OS settings:

      Windows: Settings -> Accessibility -> Visual Effects -> Always show scroll bars
      macOS: System Settings -> Appearance -> Show scroll bars
      Ubuntu: Settings -> Accessibility -> Seeing -> Always show scroll bars
