https://bugs.openjdk.org/browse/JDK-8342958 / https://github.com/openjdk/jdk/pull/21683 changed microbenchmarks to configure innate VM flags with @Fork(jvmArgs). This updates the RunTests.gmk runner (used when running with `make TEST=micro:foo`) to use -jvmArgsPrepend to separate this.
