As part of the work on verifying `@since` tags in the JDK sources, we should include jtreg tests for the `@since` tags in the Tools modules.

To lower the review cycles and burden on reviewers, I'd like to use this issue to add jtreg tests for all mutiple modules at once since they are handled by the same area. Those include: java.scripting, jdk.dynalink, jdk.jartool, jdk.jlintkm jdk.jsobject. (Internal modules are not included)
