Since JDK-8209167, mapping file for Windows time zones <-> IANA TZDB relies on CLDR's windowsZones.xml file. Although this eliminated the manual maintenance burden for that file, backporting changes from newer CLDR is problematic, both from integrity and licensing. It would be desirable to provide a means to modify entries in that mapping without CLDR backporting.
