We have been using "deprecated" in an odd way in the build system. What we really mean is that an argument is ignored, but will not cause an error. We should rename UTIL_DEPRECATED_ARG_ENABLE to UTIL_IGNORED_ARG_ENABLE to better show this, and search and check the usage of "deprecated" in comments.
