Update Windows build docs

      In JDK-8338285 review, David notes that we have this blurb:

      <p>Windows XP is not a supported platform, but all newer Windows should be able to build the JDK.</p>

      We doubt that platforms after Windows XP could actually build the JDK. Docs might need a bit of cleanup here.
