Remove leftovers of the jar --normalize feature

      jar --normalize was deprecated in JDK-8199871 and premanently removed in JDK-8234542 with the removal of Pack200 tools and APIs.

      The JDK-8234542 cleanup left behind a property for jar --help and a stray code comment. Would be nice to get these removed since they serve no purpose today.
