Skip the RuntimeImageSymbolicLinksTest test on Windows when it is executed outside of the jtreg

      RuntimeImageSymbolicLinksTest is for OSX and Linux, but not for Windows. It is among shared tests, and when it is executed on Windows in a batch test run using jpackage test runner, it fails.

      Alter its annotation to exclude it from running on Windows.
