java/awt/Dialog/ModalExcludedTest.java can't block modal excluded dialog

Step to reproduce
-------------------------
1) Run java/awt/Dialog/ModalExcludedTest.java
2) Follow the instruction step by step
3) For "File dialog w/ modal excluded'" and "Common print dialog w/ modal excluded' test scenario the Frame can't block modal excluded dialog
If you see the same then the bug is reproduced
