open/test/jdk/com/sun/net/httpserver/simpleserver/RootDirPermissionsTest.java fails due CI pipeline issue

additionally it is skipped on Windows on the pipeline, manual execution on Windows is prudent

this will require updates to the jdk_core_manual_no_input in the open/test/jdk/TEST.groups file
