The Catalog API has a preference in System over Public Identifier. However, the Public Ids are useful in case the System Ids are not specified.
Public Ids are also helpful in identifying the DTD files. The DTD files for Schema 1.0 and 1.1 had the same names, that caused a copy n paste error in the JDK built-in catalog.
