Sync compile command print options with their global flags

      There are some compile command print options like `printcompilation` which does not print everything that the global -XX:+PrintXYZ is printing. We should check them and bring the global flags in sync with their global flags to not miss on log messages.

      This was brought up in https://github.com/openjdk/jdk/pull/24031. We should definitely check PrintCompilation.
