`crlib_api` and its extensions need some small fixups:
1. `create_conf` should have `void` as its argument to signify it accepts no arguments in C code.
2. Setting and getting restore data of 0 size should be allowed: when setting this would mean clearing and for getting this would be used to get the amount of data the engine has.
