The 'jfr query' command was accidentally activated when "JFR: Remove use of Security Manager" was checked in. See https://bugs.openjdk.org/browse/JDK-8347287. Note that the command has never made it into a release.

Instead of flipping the comment on and off, change it so that 'jfr query' is only available in non-product builds. This is more convenient for OpenJDK developers and reduces the risk of it being activated again by mistake.
