Some hotspot tier1 tests fail on static JDK due to no tools binaries in bin/

      I'm filing this bug by focusing on hotspot tier1 test failures for the time being. The issue affects other tests using the bin/ tools, which are not included in the static-jdk/bin currently. The tools related to the test failures include (incomplete list below):

      - jcmd
      - jhsdb
      - jstack
      - jstat

      In https://github.com/openjdk/jdk/pull/23528#issuecomment-2671902318, [~ihse] described that he's been investigating a solution for tools support on static JDK
