The Xerces and Xalan components each had its own XMLSecurityManager and XMLSecurityPropertyManager. In a previous fix, the former had been unified as part of the changeset. This request calls for refactoring the later. This change will be helpful for the JDK-8353232 issue so that both managers can be approached in the same manner.
