Streaming output for attach API should be turned on by default

      JDK-8319055 added streaming output feature for attach API, but it's turned off by default because tests which attach to main test process hung (and as result fail with timeout) when attach command produces lengthy output.
      Need to fix the tests and then enable streaming output by default
