TestGlyphVectorLayout.java doesn't behave according to the test instructions on all platforms and hence it should be problem-listed.

This issue is unearthed while converting the test from applet to manual.

There is another bug filed JDK-4860300 which says, "The red outline is drawn above the text and not along the blue line as given in the description of the test." and is fixed in JDK 5.

But with mainline JDK the red outline is still drawn above the text and not along the blue line. In fact, the issue exist for JDK 8 as well.

It seems this issue went unnoticed till now and it needs further analysis.
