Java 17.0.13/14 don't load timezone from /usr/share/javazi

      ADDITIONAL SYSTEM INFORMATION :

      A DESCRIPTION OF THE PROBLEM :
      In old version, 17.0.8.1, it would load timezone from /usr/share/javazi/tzdb.dat first, if not found, then would load from java home.
      But in 17.0.13 and 17.0.14, we found it would not load from /usr/share/javazi/tzdb.dat any more.
