Update Invariant TSC cpu frequency detection for modern CPUS

      On my "Intel(R) Core(TM) Ultra 9 185H" CPU, the detected CPU frequency is 0. The result is that OS timers is used instead of RDTSC.

      The underlying problem is that the brand string does no longer include the frequency.
