Remove the `java.locale.useOldISOCodes` system property

      The property was introduced for the backward compatibility in JDK17 (JDK-8263202). Removing this property will reduce the code complexity. JDK 25 started emitting the warning message if the user specified the property (JDK-8353118), now it is time to drop it.
