The HotSpot Style Guide includes a description of its own change process. This process intentionally differs from the usual reviewed PR process for changing code and other artifacts in the JDK repository.

This description is currently toward the end of the introductory material. As a result, it can be easily overlooked or forgotten. It should be moved to a more prominent place near the beginning of the document.
