SecurityException was originally intended to be used by the SecurityManager when permission checks failed. However, over the years it has been used by a few standard APIs for other reasons, typically as a way to convey some sort of security issue. Thus, it will be difficult to remove it.
This issue is a placeholder in order to decide if SecurityException should be retained going forward and if so, to clarify what error conditions it should be used for.
