Incorrect container detection code for cgroups v2

      Linux kernel 6.12 and up

      A DESCRIPTION OF THE PROBLEM :
      The problem is described and fixed in JDK-8347811. With this bug report, I would like to ask to consider backporting this to all impacted JDK versions. I am observing this problem in 21.0.7. The problem is currently only fixed in version 25 only.

      REGRESSION : Last worked in version 21.0.7
