While working on JDK-8351073 it was discovered that CFBundleDevelopmentRegion in Info.plist templates has invalid value. See JDK-8351073 PR for additional discussion.
Possible options to address it: change it to en-US, remove it, or add a new CLI option to set it.
This issue is filed to investigate and implement one of the possible solutions.
