Add test.timeout.factor to CompileFactory to avoid test timeouts

      CompileFactory contains a hardcoded compile timeout of 60 seconds (in test/hotspot/jtreg/compiler/lib/compile_framework/Compile.java). On some systems this causes timeouts in the test compiler/loopopts/superword/TestDependencyOffsets.java
