Similar to this enhancement: ~~JDK-8324665~~, LDML defines loose matching of [:DASH:] to U+002D HYPHEN-MINUS (https://www.unicode.org/reports/tr35/tr35.html#Lenient_Parsing). Although implementing the whole leniency would be a huge effort, this minus lenient parsing would be helpful for relatively small amount of effort
