Add a new Cipher algorithm "HPKE" to Table 4-16 (The SunJCE Provider Cipher Transformations) at https://docs.oracle.com/en/java/javase/24/security/oracle-providers.html#GUID-A47B1249-593C-4C38-A0D0-68FA7681E0A7__GUID-5AB84158-7D99-4604-98EC-1E2F755CCB1C. The Modes and Paddings should be "N/A". Maybe add a footnote to explain that "HPKE is not expressed as a transformation string of the form algorithm/mode/padding".
