JDK-8367348 added a new feature to handle links in the instructions. This required adding a new parameter to createInstructionUIPanel.

If createInstructionUIPanel accepted the builder, there would've been no need to add a new parameter. Therefore, internals of PassFailJFrame should use the builder to keep its configuration options.
