make should support selection by status for JTREG tests

      The jtreg tests may be selected for execution by previous status as
      # make test TEST="jtreg:test/hotspot/jtreg/gtest" JTREG_STATUS="-status:error,fail"

      The issue that target "clean-outputdirs-$1" always delete output directories and no tests select for re-run for this command line.
      It make sense to clean previous results with empty variable JTREG_STATUS only.
