Optimize Text rendering in D3D12

XMLWordPrintable

      RenderPerf tests related to Text rendering (ColorText, WhiteText, LargeText etc.) all show worse performance than old D3D9 backend, about 85% of D3D9 performance. The root cause is most probably common since all of those rely on Text rendering. Investigate and fix.
