As the title suggests, there are some Locale APIs that accept well-formed tags, which can contain duplicates. The behavior when such duplicates are passed should be explicitly specified. These duplicates are "invalid", but since we do not enforce validity of tags, we should describe the behavior of what we do instead.
To properly specify the behavior, Locale should make mention of the two levels of conformance.
