Checks in the jcheck configuration were relaxed (e.g. "copyright") quite early on in the project to aid with rapid prototyping.

Valhalla's JEP401 is no longer a prototype, but in the process of "hardening" in preparation for integration, sometime in the future.

Where it makes sense, Valhalla repo checks should be the same (or similar to mainline). Initial reviewer requirement: 1 committer.
