We can't do large (>=250 million elements) array tests in our lower tiers, where most of the Valhalla tests reside.

We already test large arrays in gcbasher and ArrayJuggle, part of the vmTestbase. These should be augmented with flat arrays of different payload sizes and properties (if applicable).
