[8u] ProblemList TestCPUAwareness until 8370492 is addressed

      The test ./hotspot/test/runtime/containers/docker/TestCPUAwareness.java is failing which is polluting GHA test results for unrelated changes. Add it to the ProblemList until a solution for JDK-8370492 in jdk8u-dev is determined.
