[lworld] Remove old implementation of the substitutability test method

      The alternative implementation for acmp is now the default.

      This includes removal of the temporary UseAltSubstitutabilityMethod command line option and cleanup alternative methods such as vmSymbols::isSubstitutableAlt_name().
