[lworld] Fix and problem list failing JDK, langtools and HotSpot tier 1 tests under --enable-preview

      There are several tests in tier1 that consistently fail with an --enable-preview VM. Some of these have trivial fixes. Add a @requires annotation to them. Problem list the rest.
