The DependentAlwaysFalse variable template was recently added to globalDefinitions.hpp, as part of JDK-8367013. It is a small metaprogramming utility to work around deficiencies in some compilers, and has no dependencies. It would be better if it were separated, to permit it to be used in very early / low dependency situations. (In particular, I need it for a revision of checked_cast, but globalDefinitions.hpp includes checkedCast.hpp (for unfortunate reasons that are not currently easy to fix).)
