During IGVN, some nodes inspect the graph deeply (e.g. LoadNode, IfNode). As a result, they may not be notified of changes far away. We can do similar to PhaseCCP, pushing them back to the worklist at the end of IGVN to see if there is any change. We do not need to do that for every invocation of IGVN, though.
