[21u, 17u] Redo JDK-8361748: Enforce limits on the size of an XBM image

      Now the fix for the issue with JDK-8361748 exists we should backport it again. The initial fix of JDK-8361748 got backed-out with JDK-8374209 in JDK 21u/17u. The redo-will include a fix for JDK-8373727 which was the reason for the backout.
