Review vm.flagless tests

      During initial vm.flagless update in https://bugs.openjdk.org/browse/JDK-8151707 the tests were marked as flagless if they ignore flags.

      However, a lot of those tests might be just modified to accept the VM flags and improve coverage.

      It might be make sense to review the flagless tests marked as a part of this bug and either confirm that they are really flagless or update them.
