GHA: Update macOS / aarch64 build to use macos-15 runner

      We use the GitHub actions macos-14 runner for testing on macOS / aarch64. The macos-14 runner will likely be shutdown in the fall of 2026, once macOS 14 is out of support. Before that happens, we need to update our GHA scripts to use the macos-15 runner instead.
