(fs) sun.nio.fs.NativeBuffer no longer needs a cleaner

      Native buffers are freed by the TerminatingThreadLocal in sun.nio.fs.NativeBuffers when the thread terminates so there is no longer any need to have a Cleanable in NativeBuffer for that purpose.
