The `ParallelRefProcEnabled` flag controls whether reference processing should be parallelized by the Parallel and G1 collectors.
For many releases, this option has been enabled without issues. There is little reason to disable this feature.
Parallelism can still be controlled via `-XX:ParallelReferencesPerThread` even to the extent of effectively making this phase single-threaded.
