Enable more vector reductions IR matching tests for RISC-V

      This is a follow-up of JDK-8378752 which enables some subword vector casts IR matching tests for RISC-V. There are some remaining vector reductions IR matching tests which could be enabled for this platform. Verified by running the same test with fastdebug build on linux-riscv64 platform.
