I have not investigated the help content closely, but I did try the dynamic help for the Console a little. I quickly saw that sometime we refer to old tabs, and sometimes only print the name of the tab instead of helpful text.

E.g. For the "Diagnostic Commands Tab", the text is "DiagnosticcommandsTab" (without spaces). You can click a link named "Using the Diagnostic Command Tab" and get some useful information, but the text on this page is too brief.

Another example is on the System tab, where the text is "RuntimeTab".
